Morgan & Mallet International is a household staffing and estate management agency founded in 2015. The group operates in Paris, London, Monaco, Geneva, Dubai, New York, Miami, Los Angeles, and Palm Beach. We place butlers, estate managers, private chefs, nannies, housekeepers, chauffeurs, and domestic couples with high-net-worth and ultra-high-net-worth families and family offices worldwide. Beyond recruitment, the group provides payroll, employer of record (EOR), and household management services for clients with staff across multiple jurisdictions. Our database counts over 200,000 registered candidates, and our teams complete more than 1,200 placements per year.

The role

We are looking for an International Human Resources Manager based in our Dubai office. You will manage HR operations across the group's offices and oversee the employment lifecycle of household staff employed on behalf of clients through our EOR and payroll services. The role spans several jurisdictions, primarily the UAE, France, the UK, and the US. You will work daily with our external employment law and payroll partners in each country and with internal teams across time zones. This is a hands-on position for someone who is rigorous with contracts and compliance, and comfortable being the reference point for HR questions across an international group.

Responsibilities

International HR operations

 

  • Manage the full employee lifecycle for staff employed under Morgan & Mallet EOR and payroll engagements: contract drafting and signature, onboarding, amendments, leave tracking, and offboarding.
  • Coordinate monthly payroll cycles across jurisdictions with external payroll providers, verifying variable elements such as overtime, on-call hours, bonuses, paid leave, and expense reimbursements before each run.
  • Track and administer employee benefits per jurisdiction: health insurance, pension or end-of-service entitlements, mutual health coverage, and statutory benefits, ensuring correct enrollment and cost pass-through to clients.
  • Maintain accurate employment records, contract registers, and HR files in company systems (Zoho People and WorkDrive), with clear audit trails per client and per employee.
  • Prepare employment documentation for client engagements: offer letters, employment contracts, addenda, termination documents, and certificates, in English and French where required.
  • Monitor probation periods, contract end dates, visa expirations, and renewal deadlines across all employed staff, and act ahead of each deadline.

 

Compliance and employment law coordination

 

  • Act as the internal point of contact for employment law questions, escalating to and coordinating with our external counsel in France, the UK, the US, and the UAE.
  • Ensure employment contracts and working arrangements comply with local law in each jurisdiction: working time, overtime, rest periods, paid leave, sick leave, and termination rules.
  • Apply the correct collective agreement provisions for staff employed in France, including classification, minimum salary levels, and applicable premiums.
  • Manage disciplinary procedures, grievances, and terminations in coordination with local counsel, documenting each step correctly.
  • Keep internal Operations & Procedures Manuals up to date as regulations change, and brief internal teams on relevant updates.
  • Ensure data protection compliance (GDPR and local equivalents) in the handling of employee and client information.

 

UAE office HR and visa administration

 

  • Manage HR administration for the Dubai office team: employment contracts, WPS payroll coordination, medical insurance, and end-of-service calculations under UAE Labour Law.
  • Handle visa and immigration processes for Dubai-based employees and, where applicable, for household staff relocating to the UAE: work permits, residence visas, Emirates ID, and medical requirements.
  • Coordinate with PRO services, free zone or mainland authorities, and government portals for all labor and immigration filings.

 

Client and internal support

 

  • Serve as the HR contact for EOR clients and their family offices: answering questions on employment terms, costs, leave balances, and procedures with clarity and discretion.
  • Prepare cost simulations and employment cost breakdowns for new EOR engagements, in coordination with finance and management.
  • Support the invoicing team with the HR data needed for accurate client billing: salaries, overtime, benefits at cost, and contingent items.
  • Work with recruiters across offices to ensure smooth handover from placement to employment: verified documents, signed contracts, and completed onboarding before day one.
  • Contribute to the improvement of HR processes, templates, and checklists as the EOR service line grows.

Requirements

  • 5+ years of HR experience, including at least 2 years in an international or multi-jurisdiction role. Experience with EOR, payroll outsourcing, PEO, or global mobility is a strong advantage.
  • Solid working knowledge of UAE Labour Law and visa processes. Familiarity with French employment law is highly valued; exposure to UK or US employment practices is a plus.
  • Experience coordinating with external counsel and payroll providers across countries.
  • Fluent English and French, written and spoken. Both languages are used daily in contracts and client communication. Arabic is a plus.
  • Precise and organized. You keep clean files, track deadlines without reminders, and never let a contract renewal or visa expiry slip.
  • High level of discretion. You will handle sensitive information about prominent families, their staff, and their households.
  • Comfortable with HRIS and document management tools; experience with Zoho People is a plus.
  • Bachelor's degree in HR, law, or business; CIPD or equivalent certification is a plus.
